Oddly the National Security Agency sounds like it's supposed to protect American citizens; in fact they conduct espionage and psychological operations against American citizens as well as data collection/profiling. Every American citizen has a profile in the NSA's database.

The Central Intelligence Agency sounds like it's supposed to collect intelligence on things happening in America; in fact they collect information only on international targets and conduct more espionage and psychological operations than any other American federal agency (at least any agency that's been publicly acknowledged).

The largest source of espionage against the American people and the biggest threat to national security is the Mossad, Israel's intelligence organization. Compared to the constant looming threat of them a lone loliphile is unimportant. The Federal Bureau of Investigation has only a few departments that actively search out criminals, one such department deals with not isolated instances of child victimization but instead massive, inter-state child victimization rings and organized groups committing such crimes.

The lone statement would not be enough for "probable cause" but in conjunction with previous statements may lead to a "factual basis" that can be pieced together forming the account of an actual named crime. Even too involved a conversation of the fake or realistic appearance of drawn images of children can be used as the basis for a search warrant.

If Newpurple was apprehended the search and seizure of evidence, interrogation and following arrest would be conducted by local authorities; probably county or city depending on jurisdiction. In some instances (such as military) the jurisdiction would include federal level and be processed by either the Criminal Investigation Division and the Uniform Code of Military Justice (title 10 of the U.S. Code) or in some instances fall under the horror of something known as "Separate Sovereigns."

Separate Sovereigns means that two sets of laws apply and the individual can be charged, convicted and sentenced twice. This is not double jeopardy and is perfectly legal. This is (luckily) very rare and the outcome in one court is considered sufficient "justice."
