And there it is, my character is on course to fuck Garrus. After he tells the story about his sparing match that ended with a tie and he explains how the tie-breaker went down, you get the option. It's funny though, he's not even really flirting with you, YOU'RE the one that brings it up! You say something like "You're looking tense, I could help you relieve that stress..." He says "Well I never really thought you'd be up for a sparing match." To which you respond "How about we just skip to the tie-breaker? You can test your reach and I can test my flexibility..."
