To be on topic, the UN does not have the power to impose such restrictions even if it wanted to. There are many examples of UN laws beeing ignored in the past, and this is nowhere near as serious as some of them.
I thought along similar lines in the past as well. I now know that such ideas need a bit revising:

IT CAN, and in fact DOES, impose many restrictions and laws and regulations on smaller nations, particularly ones that need its aid or want in, etc. Particularly ones who are desperate enough and don't know better than to follow whatever it says.
Not only that, but the influence is great enough that some special interest groups that work/lobby the UN actually have been known to tell some of these small countries that they must implement various regulations and laws because the UN said to, when the UN in fact did NOT say so, though such plans were proposed to the UN by said interest groups, and either denied or watered down by the UN. Sometimes these false claims by the interest groups actually pull of getting the regulations through the small countries before anyone realizes whats going on.
Now, if you live in a place like China, U.S., Russia, Britain, France, Germany, Canada, Japan, India, etc. you probably won't have a problem with these regulations, at least not a large one, unless said countries or parties in said countries already favor such regulations and wish to use it as leverage/excuse to pass them in their own countries.
