That's just a simple translation/usage problem.

Fear it part 1 refers to the kind of deep reverence referred to as fear. When we (meaning various religious and specifically the Confirmation Retreat Program I have worked for) talk about the Gift of the Holy Spirit known as "Fear of the Lord" we sometimes also interchange it with "Wonder and Awe" to avoid this confusion, which partially arises from language and cultural changes. The fear as deep respect or reverence of the sacred is rarely used in popular culture except in vague mixture (there is a degree that when, say, a mafia lord or something might talk about how he is feared, he may mean something along these lines as well, but mostly the more common idea of "afraid"). C.S. Lewis notes a weak, psuedo-form of this along the lines of ghosts/spirits/being in the presence of dead bodies. While for many there exists the fear for safety, as it were (though this is illogical as these things are probably of least danger to you), there is something that seems to go beyond that due to the presence of the spiritual or sacred, or a sense of such.

In the second part the author/translator is actually using the more common form of the idea "fear", i.e. fear for safety, a shrinking away/terror at what may harm or destroy you, etc. He explains this is the form he is using we he talks about how fear has torment. The fear referred to in the first/ the reverence fear, in a pure form, does not have torment (as I've said, its closer to the idea of wonder and awe in popular usage).
